Publication of the study “Public Procurement of Innovation in Latin America: Recommendations for its deployment in Uruguay”
During 2016 and 2017, SILO carried out a study to examine the possibilities of deploying a PPI policy in Uruguay, commissioned by the Ministry of Economy and Finance of Uruguay and with the support of the IDB. For this, SILO interviewed the main entities of the Uruguayan system of public procurement and those in charge of supporting R&D, among which are the State Purchasing and Contracting Agency (ACCE for its initials in Spanish), Agency for Electronic Government and the Information and Knowledge Society (AGESIC for its initials in Spanish) and the National Agency for Research and Innovation. Subsequently, SILO conducted a SWOT analysis of the Uruguayan context for the PPI. The study also included the development of recommendations for the deployment of the PPI in Uruguay within a roadmap planned in three different phases, as well as the identification of potential pilots in different areas of Government.
